Government selects 18 sub-registrars for Dhaka postings by lottery

Dhaka postings are considered a “prize posting” for sub-registrars, so a lottery has been introduced for transparency, Law Minister Asaduzzaman says

The Ministry of Law has, for the first time, selected 18 sub-registrars for postings in Dhaka through a lottery in a bid to address the perception that postings in the capital are “prize postings” and are associated with negative practices.

The lottery was held at the ministry on Tuesday, according to a press statement.

The statement said the 18 were selected from a list of 131 sub-registrars across the country for postings at sub-registry offices in Dhaka.

Speaking at the lottery event, Law Minister Asaduzzaman said: “There are various negative perceptions about the postings of sub-registrars. We have to start somewhere to move beyond those negative perceptions. Postings in Dhaka are considered a ‘prize posting’ for sub-registrars. So, as a first step, we have taken the initiative to bring transparency to postings in Dhaka through a lottery.”

There are currently 372 sub-registrars working across the country, while around 139 posts are vacant. There are 131 sub-registrars in the ‘A’ category nationwide, and the 18 selected for Dhaka were chosen from them through the lottery.

The 18 sub-registrars selected through the lottery will be posted at different sub-registry offices in Dhaka based on their skills, ability to handle workloads and the requirements of the respective offices, according to the press statement.

The law minister said, “Not only in Dhaka, but gradually we will take initiatives to ensure transparency in postings in places that are considered ‘prize postings’ and where there are allegations that corruption has taken root.”

He said the objective of the lottery was not to give anyone special advantages, but to start with a transparent process without any discrimination.

“The effectiveness of this initiative will be evaluated in the future, and further steps will be taken to reduce corruption,” he said.

Asked by reporters how long the selected sub-registrars would remain posted in Dhaka, the minister said, “They will remain there for as long as permitted under the service rules and as long as they perform their duties properly. However, they will not be retained if they become involved in corruption.”

The ministry is monitoring allegations of irregularities and corruption at sub-registry offices, he said, urging journalists to provide specific information and evidence of such allegations.

“If you have any evidence, give it to us. We will take action,” he told reporters.

“We also receive allegations that some journalists demand money or monthly payments from sub-registrars,” he said.

He pledged that no one would be harassed without specific allegations, adding, “If there is a specific allegation, no one will be spared.”
