The bench of Justice M Enayetur Rahim and Justice Mohammad Ullah gave the order on Tuesday after three suspects in the case filed bail petitions.
It asked the Director General of RAB to implement the order and get the IO to report to High Court by Mar 5 with all updates in the case.
In 2012, Maasranga Television News Editor Sagar Sarowar and ATN Bangla Senior Reporter Meherun Runi were stabbed to death in the bedroom of their apartment in Dhaka's Razabazaar area.
After the police failed to achieve a breakthrough in the case, the High Court asked the RAB to take over the probe on Apr 14, 2012.

The RAB sent DNA samples of 16 suspects to the US along with a knife and some clothes as evidence from the spot of crime.
In Oct 2013, then Home Minister MK Alamgir said eight killers had been identified and seven of them had already been arrested.
Neither journalists nor the families of the victims found the version credible as five of them were accused in the murder of Dr Nitai Chandra Dey, a leader of a doctors’ group.
RAB now says none of the killers have been conclusively identified.
On Tuesday, lawyer SM Masud Hossain Dolan moved bail petitions in the High Court on behalf of three arrested accused -- Bakul Miah, Rafiqul Islam and Quamrul Hasan Arun.
Masud said in the hearing the three accused had been arrested on Sept 3, 2012 over Dr Nitai Chandra murder case and later they were shown arrested in the Sagar-Runi murder case.
The chargesheet was not submitted in the case though two years have elapsed after the murder.
He alleged the accused had been kept behind bars despite no progress in the probe.
The court said it would issue bail order after finding out about the probe.
The High Court summoned the Investigation Officer to know updates in the investigation, the lawyer said.
