Three others received bullet injuries during the clash that took place along Maheshpur border on Saturday.
Jessore BGB 26 Battalion commander Lt Col Jahangir Hossain said the clash ensued after BGB troopers stopped some "cattle smugglers who had brought herds of bovines from India".
"Locals joined the smugglers and attacked the troopers. BGB retaliated with gun fire," he said.
A man died on the spot after being shot, Lt Col Hossain said.
A BGB man was also injured in the clash, he added.
