The goal of the upcoming budget is to establish “a welfare state”, Finance Minister Amir Khosru Mahmud Chowdhury has said.
Speaking to the media on Thursday morning as he left his Gulshan residence to attend a cabinet meeting at parliament, the minister was asked what the new budget would look like.
In response, he said: “The budget has been formulated with the objective of ensuring that the benefits of economic growth reach everyone. It has been designed to lay the foundation stone for establishing a welfare state.”
“We have tried to make the best use of our limited resources, and its implementation will require the participation of everyone.”
The finance minister briefly outlined the objectives of the budget.

“The central theme of this year’s budget is the inclusion of every citizen,” he said. “It has been prepared while keeping the nation in mind, every person in Bangladesh in mind, and with the welfare of the people and the country at its core.”
“The context of this year’s budget is somewhat different. After a long time, a budget is being presented under an elected government. The nation’s expectations and aspirations are much higher, and we have sought to reflect those aspirations, ideas and visions in this budget while keeping the people’s expectations for the future in mind.”
The minister said: “We have had to prepare the budget within the limits of our capacity. From a devastated and fragile economy, we want to move towards stability and a prosperous Bangladesh. This budget contains an effort to move in that direction.”
“And that effort is for all citizens. As I have said before, the key theme of this budget is inclusion of every citizen. It has been prepared with the aim of ensuring that all citizens are part of national and economic activities, and that the benefits of the economy reach everyone.”
The finance minister is scheduled to place the budget for fiscal year 2026–27 in parliament at 3pm.
