The government has eased its spending squeeze by allowing construction of buildings linked to the education, health and agriculture ministries.
The BNP government, which returned to power in February’s election after nearly two decades, had pledged to prioritise education, health and agriculture. The relaxation comes as part of that policy focus.
On Tuesday, two conditions in an earlier circular were relaxed and replaced.
Construction of new residential, non-residential or other buildings will remain suspended, except for facilities linked to the education, health and agriculture ministries.
On Jul 8, the government had issued the circular as part of measures to cut operating and development spending in the current fiscal year. It also banned government officials and employees from attending overseas seminars, symposiums and workshops at public expense.
The new decision provides exemptions for the three ministries.
The earlier provision also remains unchanged: ongoing construction can be funded, with Finance Division approval, if at least 70 percent has been completed.
Spending from allocated funds for land acquisition had also been suspended.
Under the new decision, the relevant ministry or division will certify that funds are available when a government agency submits a land acquisition proposal based on the district commissioner’s demand.
Funds will then be released quickly after the commissioner’s preliminary estimate is received.
