The incident took place at the Judges Court intersection on Monday evening, Jessore's Assistant Superintendent of Police Reshma Sharmin said.
Kabir Hossain Palash, 30, was the Vice President of the student front's Jessore city unit. His fellow activist, Shamsuzzaman Rintu, 30, was injured in the attack.
Witnesses said several Chhatra Dal activists were sitting at a roadside tea stall at around 7pm.
Several motorcycle-borne youths fired at them and burst crude bombs before speeding off.
Palash was shot in the head and Rintu in his leg. Palash had died on his way to the Jessore Medical College Hospital, doctors said.
The local Chhatra Dal unit has called a daylong shutdown for Wednesday in protest against the killing, said the front's district unit chief Rabiul Islam.
The BNP's student and youth fronts took out processions in the city minutes after the shooting.
