Ahmed is replacing Md Mozammel Haque Khan.
Senior Secretary Khan has already been made secretary to public administration ministry.
The government issued the circular on Ahmed's appointment on Thursday.
Kamal Uddin was promoted secretary to environment and forest on Aug 27 last year after appointment as acting secretary on Jan 19 the same year.
Ahmed had worked as joint secretary and additional secretary at the home ministry.
