Dhaka airport’s third terminal talks with Japan end without breakthrough

Another round of negotiations between the government and a Japanese delegation has failed to break the deadlock over the operation and maintenance of Shahjalal International Airport’s third terminal.

Despite expectations of a breakthrough, the second day of talks on Friday ended without a signed agreement.

Following the meeting, the government instructed the Japanese representatives for a deeper revision of their proposal to incorporate specific concerns raised by the Bangladeshi side.

The meeting, held at the Ministry of Foreign Affairs, was attended by a high-profile team including Foreign Minister Khalilur Rahman, Civil Aviation and Tourism Minister Afroza Khanam Rita, and the Prime Minister’s Foreign Affairs Advisor Humaiun Kobir, among others.

The Japanese delegation was led by Nakayama Rieko, assistant vice-minister of the Ministry of Land, Infrastructure, Transport, and Tourism.

A media statement from the civil aviation ministry noted that while the Japanese team presented a revised proposal, several financial and operational hurdles remain.

The discussion primarily focused on embarkation fees, upfront payment, and revenue sharing, the ministry said.

State Minister for Civil Aviation and Tourism M Rashiduzzaman Millat urged the Japanese side to address Bangladesh’s concerns to reach a mutually beneficial agreement.

"We are seeking the best deal for our country. Our national interest comes first," said Humaiun, noting that while there are still “gaps” between the two proposals, negotiations are moving in the right direction.

The third terminal project has now spanned the tenure of three different governments, yet it remains unopened to the public.

The current BNP-led government remains optimistic about opening the terminal by this year.

Ministers and advisors emphasised that the inauguration is a top priority for the prime minister.
