Dhaka, Aug 11 (bdnews24.com) – The High Court on Monday moved to initiate contempt of court proceedings against five senior government officials including cabinet secretary Ali Imam Majumder.
The court asked Majumder, establishment secretary Md Abdus Salam Khan, home secretary Abdul Karim, law secretary Kazi Habibul Awal and Public Service Commission secretary Md Abdus Sattar to explain by Aug 28 why they would not be charged with contempt of court.
Justices ABM Khairul Haque and Abu Tarique issued the rule in line with an appeal by Md Shamsul Kibria, deputy secretary of post and telecommunications ministry.
The court on Feb 13, 2002 declared illegal the quota system—75 percent from administration cadre and 25 percent from other cadres—in promoting bureaucrats to the posts of deputy secretary and upper posts.
The court also asked the government to consider the promotion of Kibria.
The Supreme Court on Feb 20 this year upheld the High Court verdict.
On April 27, Kibria in a legal notice asked the government to promote him to additional secretary with retroactive effect in line with the court order.
He filed a contempt of court case against the five secretaries on July 27 after he had not been promoted.
Barrister Shafiq Ahmed and barrister Moinul Islam Chowdhury defended him in the court.
