Saudi Arabia launches new licensing system for Hajj housing

Authorities say the temporary system will ensure safer, more organised accommodation for pilgrims

Saudi Arabia has introduced a new licensing system for pilgrim accommodations in Makkah and Madinah for the 2026 Hajj season. ,

Under a new directive from the Ministry of Hajj and Umrah, temporary hostel licences will now be issued through a service developed in coordination with the tourism ministry and housing ministries, Gulf News reports.

Accommodation providers must register through the Nusuk Masar platform to qualify, while licences must be obtained via the tourism ministry's online system before the contracting deadline on Feb 1, 2026.

The scheme will not apply to hotels already holding year-round permits from the tourism ministry.

Officials said the temporary system is intended to raise service standards, streamline booking, and improve the overall Hajj experience in the two cities.

By introducing seasonal licences linked to regulatory requirements, the ministry seeks to boost hospitality capacity during the pilgrimage, integrate lodging options with the Nusuk booking platform, and provide pilgrims with a safer, and more organised experience through the electronic system.
