The National Citizen Party (NCP) has ratified its constitution, imposing term limits on its leadership and establishing a streamlined organisational structure as it moves to secure electoral registration.
The decision came at the party’s general meeting on Friday, said Member Secretary Akhtar Hossain at a press conference at NCP’s temporary office in Dhaka’s Banglamotor.
According to him, the central president and general secretary will be elected separately by councillors from across the country.
No individual will be allowed to serve in either role more than twice in their lifetime.
He added that the central committee will serve a three-year term, and a new council must be held within the final three months of each term.
Formed by frontline leaders of the July uprising, the NCP said both its top office bearers will remain accountable to the party’s political council, which itself will be elected by national councillors.
The political council will consist of 11 to 15 members, with at least three women included.
It will serve as the party’s highest policy-making forum.
The national council will comprise five members each from the central committee, the executive committees of affiliated bodies, and district-level committees.
It will also include two representatives from Upazila and thana-level committees.
The central committee will include the president, vice-presidents, general secretary, joint secretaries, divisional organising secretaries, editorial board members, a sufficient number of general members, and, when relevant, district presidents.
More than a dozen new political parties have emerged since the fall of the Awami League government in the Aug 5 Uprising.
The NCP launched on Feb 28, rooted in Anti-discrimination Student Movements and the National Citizens’ Committee.
The Election Commission (EC) initially set Apr 20 as the registration deadline for the general polls, later extended to Jun 22 after multiple applications including NCP’s.
The NCP, however, has not yet submitted its registration application.
At Friday’s briefing, party leaders said the general meeting had also reached a decision on submitting the application.
