BRICS leaders have condemned the killing of 26 civilians in Jammu and Kashmir’s Pahalgam, reaffirming the bloc’s resolve to combat terrorism in all its forms, NDTV reports.
The 140-point New Delhi Declaration said “all acts of terrorism are criminal and unjustifiable, regardless of motivation or perpetrator”.
The joint statement, published on Saturday, “strongly” condemned the Apr 22, 2025 attack in Jammu and Kashmir that also left scores injured, the Indian outlet said.
The attack in Pahalgam’s Baisaran Valley killed 25 tourists and a local pony operator in one of India’s deadliest attacks, later attributed to “Pakistan-trained resistance groups”, it added.
While omitting explicit mention of any state actor backing terror, the declaration called for “curbing cross-border movement of terrorists, choking terror financing, and dismantling safe havens”.
Leaders from the member nations asserted that terrorism must not be linked to any religion, nationality, civilisation, or ethnic group, demanding that perpetrators and supporters face justice under national and international laws.
The declaration urged member states to “maintain zero tolerance for terrorism, reject double standards, and take concerted action against all UN-designated terrorists and entities”.
It highlighted the need to counter youth extremism and radicalisation through enhanced cooperation and best-practice sharing among competent authorities in BRICS nations.
The bloc previously condemned the Pahalgam attack at its Rio de Janeiro summit in July 2025, followed by a similar condemnation at the Shanghai Cooperation Organisation summit in Tianjin in September last year.
