In a shift from previous requirements, the government has relaxed rules that mandated submission of tax returns for 45 specific services.

Under the proposed 2025–26 fiscal budget announced Monday by Finance Advisor Salehuddin Ahmed, 12 of these services will now only require submission of a Taxpayer Identification Number (TIN) certificate, not full tax return documentation.

The policy change will allow individuals to access services such as credit cards and e-commerce business licences with just a TIN certificate from the new fiscal year beginning on Jul 1.

According to the government, the move is expected to broaden the tax base, foster a tax-compliant culture, and simplify the overall compliance process.

Obtaining a new trade licence within city corporations or municipalities

– Registering a cooperative society

– Receiving a new licence as a general insurance surveyor

– Applying for or renewing a credit card

– Gaining membership in professional bodies such as:

– Doctors, dentists, lawyers

– Chartered accountants, cost and management accountants

– Chartered secretaries, tax lawyers, actuaries, engineers, architects, and surveyors

– Opening a post office savings account exceeding Tk 500,000

– Receiving any payments from the government at Grade-10 level or above under MPO inclusion

– For individual taxpayers, earning any commissions, fees, or income via:

– Mobile financial services, mobile banking, or electronic fund transfers

– Mobile phone recharges

– Registering or being licensed as a vendor or deed writer for stamps, court fees, or cartridge paper

– Registering, transferring ownership, or renewing fitness for three-wheelers

– Obtaining a licence to operate an e-commerce business

– Incorporating or registering any non-individual entity formed under law or legal authority

Previously, proof of tax return submission was mandatory for 45 services. After these adjustments, the number of such services now stands at 39.
