Invest Bangladesh drafts policy to transfer loss-making state firms, unused assets

Stakeholders can submit feedback on the draft until Sept 17

Invest Bangladesh has drafted a policy to bring underperforming, non-functional and closed state-owned industrial and commercial enterprises, along with their unused land and facilities, under new investment.

The authority sought feedback on the proposed framework for transferring such assets, shares and ownership rights or pursuing strategic sales on Wednesday.

Stakeholders have until Sept 17 to submit their views.

The draft, titled “Policy on Transfer, Share and Ownership Rights Transfer or Strategic Sale of Government Industrial or Commercial Enterprises or Their Unused Land or Facilities”, has been prepared under Section 48 of the Invest Bangladesh Act, 2026.

The initiative aims to return these assets to productive economic activity, boost industrial production, attract new investment and create jobs.

The proposed policy provides for proper due diligence and valuation of state-owned enterprises and assets, determining suitable transaction structures, attracting local and foreign investors, and selecting investors through a “transparent and competitive” process.

It also proposes an integrated framework to protect government interests, ensure the fair economic value of assets, and oversee implementation and monitoring after their transfer or sale.

Before drafting the policy, Invest Bangladesh held a discussion with public and private sector stakeholders on Jul 12.

The industries ministry later sought feedback from relevant stakeholders on Aug 18.

Invest Bangladesh said it had reviewed the suggestions received earlier and incorporated the applicable and reasonable ones into the draft policy as far as possible.

It has now sought further views from ministries and divisions, government offices and agencies, state-owned enterprises, business and industrial bodies, local and foreign investors, financial institutions, professionals, experts and other stakeholders.

The feedback aims to make the policy “more effective, practical, transparent and investment-friendly”.

Stakeholders with comments, observations or recommendations have been asked to prepare them in Bangla using Nikosh font in the prescribed format.

A scanned signed copy and an editable Word file must be sent to info@invest.gov.bd.

The email subject line should read “Comments on Strategic_Divestiture Policy”.
