The government has proposed allocating Tk 145 billion for the much-discussed “Family Card” programme in the 2026-27 national budget as 4.1 million women will be brought under the scheme in the new fiscal year.
In his budget speech at parliament on Thursday, Finance Minister Amir Khosru Mahmud Chowdhury said the women holding the card will receive a monthly allowance of Tk 2,500.
About 1.9 million mothers and children are also being brought under the allowance coverage, he added.
Describing the scheme as a “signature” programme of the BNP government which was rolled out on a pilot basis in March, the minister said the scheme will be expanded nationwide in phases by 2030.
Allowances for the elderly, widows, and husband-deserted will continue. Under the Mother and Child Benefit Programme, nearly 1.9 million mothers and children will be given Tk 850 per month.
One-time financial aid to those suffering from six incurable diseases including cancer will be doubled to Tk 100,000.
Even though the monthly honorarium of ordinary freedom fighters will remain unchanged at Tk 20,000, the allowance of titled war heroes will surge.
Khosru said, “The family allowance of titled freedom fighters will be increased by Tk 5,000 to Tk 40,000 for Bir Shrestha and Tk 30,000 for Bir Uttom."
The amount will jump to Tk 25,000 for both Bir Bikram and Bir Pratik titles, he said.
“The monthly allowance for the families of martyrs in the July Uprising will remain unchanged at Tk 20,000, and the amount for those injured will continue at Tk 20,000, Tk 15,000 and Tk 10,000 under the A, B, and C categories respectively," the minister said.
Khosru proposed an allocation of Tk 1.44 trillion for the social safety net. In the revised budget of the outgoing fiscal year, the allocation amounted to Tk 1.26 trillion.
