He was arrested with Bangladesh Judicial Service Commission Storekeeper Rezaul Karim and a youth identified as Ishan Imtiaz during the medical entry test on Friday.
RAB arrested them at the UGC office at Agargaon in the morning following a tip-off.
The elite police unit claimed Siraj is the kingpin of a ring that provides students with answers using Bluetooth earphones.
It said the group helped the candidates during tests for medical admission, and recruitment to Bangladesh Krishi Bank, Judicial Service Commission and other government organisations.
Imtiaz got involved with the ring after his HSC examinations in 2010 and Karim after getting the job at the Judicial Service Commission.
In the raid on the UGC office, RAB found 23 answer sheets and two question papers of the 2014 recruitment test of Judicial Service Commission, Tk 200,000, cheques of Tk 400,000, seals of several organisations, cheque books of several banks, three mobile phones and an iPad.
First, a group sent to the exam halls supplied question papers to another group.
The second group made the answers promptly and forwarded them to Siraj.
In the final stage, Siraj and his associates provided the answers to the candidates at the exam halls using the Bluetooth earphones.
In preliminary interrogation, Siraj told RAB that they charged Tk 600,000 to 1.5 million from each of the students, according to a RAB media statement.
In its statement, the UGC said it was not linked to the medical entry test by any means.
