The Directorate of Madrasha Education has issued strict instructions to ensure regular payment of wages and allowances to teachers and employees working in private Monthly Pay Order (MPO)-affiliated madrasas.
The directorate has warned of suspension of the institution head’s MPO and legal action against the committee if salaries and allowances are withheld.
A letter signed by DME Director General Md Abdul Mannan was sent to the principals of MPO-affiliated madrasas on Tuesday, issuing a warning on this matter.
Although the government-funded portion of salaries and allowances is regularly disbursed by the department, complaints have been received that some institutions are not delivering it to the teachers and staff.
The letter said, “According to the rules, neither the head of the institution nor the committee has the authority to withhold salaries and allowances. Even if a teacher or staff member is temporarily suspended, their allowance cannot be stopped.”
Highlighting that the MPO policy has multiple options for the signatory and countersignatory to ensure teachers receive their salaries and allowances, the DME said withholding these payments is both illegal and undesirable.
According to the directorate, if a teacher is temporarily dismissed, there is a provision to resolve it (withdrawal of the dismissal order or permanent dismissal) within a maximum of six months, which is not being followed.
Compliance with the provisions mentioned is very important for the convenience of institutional discipline, it said.
Legal action may also be taken against the committee under the Bangladesh Madrasa Education Board Regulations, 2009.
