The Anti-Corruption Commission has filed two separate cases against former Bangladesh Air Force chief Shaikh Abdul Hannan and his wife Tahmida Begum on charges of acquiring wealth “beyond known means of income”.

ACC Director General Md Akhter Hossain informed that the agency’s Deputy Director Md Tanzir Hasib filed the two cases at the ACC Integrated District Office, Dhaka-1, on Sunday.

According to the case dossier, retired air chief marshal Hannan has acquired assets inconsistent with the known income of Tk 32.85 million through “criminal misconduct” and “abuse of power”, and has kept them in his possession.

Alongside, he has made “suspicious transactions” totalling Tk 276.37 million in six bank accounts.

Via these transactions, Hannan has “disguised himself” by “transferring and converting money”.

The case dossier also mentions this activity is considered a punishable offence under Section 27(1) of the Anti-Corruption Commission Act, 2004, Sections 4(2) and 4(3) of the Money Laundering Prevention Act, 2012, and Section 5(2) of the Prevention of Corruption Act, 1947.

Citing the ACC's investigation, the case alleges that Hannan has acquired a total of Tk 71.72 million, including Tk 33.85 million in movable assets and Tk 37.87 million in immovable assets.

He has liabilities worth Tk 1.66 million. Accordingly, the amount of net assets stands at Tk 75.05 million.

Additionally, an analysis of the former Air Force chief's income tax records and other related documents reveals that his family expenses totalled approximately Tk 17.87 million.

Including these, the total value of acquired assets stands at about Tk 89.62 million.

On the other hand, the acceptable income is estimated at approximately Tk 55.07 million.

Consequently, the value of additional assets from ‘unknown income’ amounts to around Tk 32.29 million.

The national anti-graft agency said that the initial investigation revealed Hannan acquired this wealth through “criminal misconduct” while performing his duties as a high-ranking official of the state.

The investigation has also revealed that Hannan acquired business establishments and assets in multiple countries, including Qatar and Dubai.

Significant assets registered under the names of his relatives in Canada have been found, the detailed valuation of which will be determined during further investigation.

ALLEGATIONS AGAINST HIS WIFE

The case filed against Hannan's wife, Tahmida, says that she and her husband have acquired assets worth Tk 19.19 million “without legal income” in collusion with each other.

She has also concealed the source of funds through “suspicious transactions, transferring and converting” a total of Tk 11.82 million across 32 bank accounts.

These crimes are punishable under Sections 4(2) and 4(3) of the Money Laundering Prevention Act, 2012, Section 27(1) of the Anti-Corruption Commission Act, 2004 and Section 109 of the Penal Code.

Citing the investigation, the ACC said that out of assets worth Tk 19.49 million registered in Tahmida’s name, only Tk 1.86 million was identified as legitimate income.

Consequently, no legitimate source was found for the additional assets valued at Tk 19.19 million.
