Deputy Speaker Kayser Kamal, presiding over a parliamentary session for the first time, has pledged to perform his duties with strict neutrality.
The House convened at 3pm on Sunday after Eid and other holidays, with Kamal chairing proceedings in the speaker’s absence.
He said, “I will always act impartially to ensure the rights, dignity and equal opportunities of every member of parliament.”
The session began with recitation from the Quran, attended by Prime Minister Tarique Rahman and Opposition leader Shafiqur Rahman.
In his opening remarks, Kayser sought cooperation from all members and said he had already stepped down from government and party posts to ensure neutrality.
Expressing gratitude, he thanked the premier and all MPs for the “trust and honour” placed in him, along with voters of Netrokona-1.
Chief Whip Nurul Islam and the opposition leader welcomed him, with the latter assuring cooperation in parliamentary affairs.
A prayer was later offered for the souls of Speaker Hafiz Uddin Ahmad’s wife Dilara Hafiz and Jashore-6 MP Moktar Ali’s mother.
The deputy speaker recalled the Liberation War, martyrs, and freedom fighters, as well as former president Ziaur Rahman and ex-prime minister Khaleda Zia.
Referring to the 2024 mass uprising, he said it “opened the doors of democracy” and paved the way for restoring parliamentary democracy through the sacrifices of those slain in the July protesst.
He paid tribute to Abu Sayed, Wasim Akram, Mir Mugdho and others, and expressed sympathy for the injured.
Calling parliament the “centre of the republic’s democratic structure”, he said it is not only for lawmaking but also for ensuring government accountability.
Law applies equally to all, he added.
He stressed that both government and opposition play vital roles, describing the opposition as “an essential part of democracy”, not an adversary.
The 13th Parliament began its five-year term on Mar 12, a month after elections, and reconvened on Mar 29 after a recess.
