The interim government has approved the final draft of the Bangladesh Telecommunications (Amendment) Ordinance 2025, paving the way for the dissolution of the National Telecommunications Monitoring Centre (NTMC).

The amendment explicitly says internet and telecommunications services cannot be shut down under any circumstances, addressing longstanding concerns over arbitrary service disruptions.

The draft amendment was approved on Wednesday at a meeting of the Advisory Council, according to a media statement issued by the Chief Advisor’s Office.

It also introduces a new framework to ensure accountability in surveillance operations.

Under the amendment, the NTMC will be replaced by a new body, the Centre for Information Support (CIS).

The CIS will be authorised to conduct interception and monitoring activities only with prior approval from a semi-judicial council, strengthening legal safeguards and institutional oversight.
