Shushashoner Jonno Nagorik (SHUJAN) has called for constitutional amendments in line with the July Charter to restore an effective and functional non-party caretaker government system.
SHUJAN Secretary Badiul Alam Majumdar made the remarks at a media briefing at the Metropolitan Chamber building on Tuesday.
"We are satisfied with the court's ruling on the caretaker issue," Majumdar said.
But the July Charter must guide the restoration of the caretaker government system, he said.
The SHUJAN Secretary, who was also a member of the National Consensus Commission, noted that the final shape of the interim administration depends on two key factors: the full observations of the 15th Amendment case and the implementation of the July Charter.
The July Charter, which was recently approved through a public referendum, contains 48 points outlining the specific steps for state reform.
"The people’s mandate has already been expressed through the referendum. We should not engage in further disputes or create complexities regarding the July Charter," Majumdar said.
On Nov 20, 2025, a seven-member bench of the Appellate Division, led by former chief justice Syed Refaat Ahmed, declared the cancellation of the 13th Amendment illegal.
The full text of this landmark verdict, released on Mar 12, effectively reinstated the caretaker system, though the court observed it would be implemented starting from the 14th parliamentary election.
Despite the referendum’s success, the formation of the Constitution Reform Council, intended to finalise the amendments, remains stalled due to political tension.
Majumdar expressed hope that political leaders would show wisdom and move forward with the council to honour the public's will.
