A sweeping overhaul of the civil administration is unfolding under the BNP government, with a fresh wave of promotions and high-level reshuffles signalling a decisive consolidation of bureaucratic control.
On Tuesday, authorities promoted 264 officials to the rank of senior assistant secretary in one of the largest such exercises in recent years.
Hours later, orders detailing a major shake-up at the secretary level were published, extending the restructuring drive.
All orders, signed on behalf of the president, take immediate effect.
Since assuming office under the leadership of Prime Minister Tarique Rahman, the new administration has already removed four secretaries in two phases, while the contracts of nine others were terminated.
Five district administrators (DCs) have also been withdrawn.
Under the latest orders, several senior secretaries -- including those overseeing the Economic Relations Division, Financial Institutions Division, IMED, Cabinet Division (coordination and reform), and the Ministry of Environment, Forest and Climate Change -- have been relieved of their duties and attached to the Ministry of Public Administration.
At the same time, a new cohort of officials has been elevated and reassigned across key state institutions.
Md Golam Sarwar Bhuiyan, formerly director general of the Wage Earners’ Welfare Board, has been promoted to secretary of the Parliament Secretariat.
In a parallel move, Kaniz Moula has been shifted from the Parliament Secretariat to IMED as secretary.
Additional secretaries Mohammad Delwar Hossain, Fahmida Akhter, Zakaria, Mohammad Raihan Kawser, Mohammad Mokhtar Ahmed, Yasmin Parveen, and Kazi Anwar Hossain have all been promoted to secretary posts and deployed across ministries ranging from fisheries and livestock to civil aviation, ICT, environment, and expatriate welfare.
Separately, SM Ebadur Rahman has been appointed secretary of the Economic Relations Division on a one-year contractual basis under Section 49 of the Public Service Act, 2018, subject to relinquishing all other professional engagements.
Further adjustments saw senior secretary Md Neyamat Ullah Bhuiyan and secretary Nasreen Jahan moved to member posts at the Planning Commission.
