Retired senior secretary Shamsul Alam has expressed delight on Facebook at the removal of Md Mokhlesur Rahman from the Ministry of Public Administration.
Just two days ago, he made explosive allegations that hefty sums of money were exchanged in return for key appointments.
Shamsul, who entered the administration through the 9th BCS, once served as APS to Khaleda Zia, who was prime minister then during the BNP government.
Later, under Sheikh Hasina’s administration, he was repeatedly denied promotions.
After the fall of the Awami League government, the interim government awarded him a double promotion to the rank of senior secretary. However, he was never given any significant posting as expected, and was sent on post-retirement leave (PRL) in March.
According to Shamsul, his exclusion was the work of the recently removed Public Administration Secretary Mokhlesur.
On Sept 20, Shamsul posted a write-up on Facebook titled “Secretaries Worth Million!!!”, where he alleged that under the interim government, secretaries could secure posts through cash payments. He described several incidents as examples without naming anyone involved.
The following day, Mokhlesur was transferred from the Ministry of Public Administration to the Planning Commission, with the government order specifying that the change take “immediate” effect.
On Sunday, Shamsul followed up with another post, celebrating: “Finally, Mokhles is out of Public Administration.”
Speaking to bdnews24.com on Monday, Shamsul said he had been “in line to become cabinet secretary”, but claimed the posting was blocked by Mokhlesur Rahman and other officials from the 82nd batch.
He declined to elaborate over the phone, adding: “What I said on Facebook is my statement.”
WHAT DID SHAMSUL WRITE?
In his Sept 20 post, Shamsul wrote: “It is no lie that, under the current government, one can become a secretary by paying cash. Do not challenge me, I have proof.”
He described the story of his appointment as cabinet secretary getting revoked.
He listed eight separate incidents and said, “How many more should I cite? It is no lie to say that in this government, secretaries are made by paying millions. This is the truth, the absolute truth. A country cannot run like this.”
