The Criminal Investigation Department (CID) has found no evidence to substantiate assault or acid attack allegations against Bangla film actor Monowar Hossain Dipjol in a case filed by a young woman who identified herself as his fan.
Police Sub-Inspector Sultan Mahmud submitted the final investigation report to the court on Nov 24, saying the complaint appeared to have been made to “socially defame” Dipjol and his associate Md Faisal.
Rashida Akter’s lawyer, Qayyum Hossain Nayan, told bdnews24.com on Monday that the victim intends to submit a naraji (non-confidence) petition against the report.
Dhaka Metropolitan Magistrate Jamshed Alam has set Jan 14 for its submission.
Officer Sultan said, “The court will decide on the next steps.”
Lawyer Qayyum, however, said: “The CID report is biased and protects the suspects. We will challenge it by filing a naraji petition.”
On Jul 8, Rashida lodged the complaint at the court, accusing Dipjol and Faisal of the crimes.
The court accepted the complaint and ordered CID to investigate. During the probe, the investigating officer recorded statements from nine witnesses.
According to the final report, two “neutral” witnesses said Rashida went to the Gabtoli cattle market to meet Dipjol but was stopped from entering the toll office. At that point, she poured a “kerosene-like substance” from a bottle onto herself.
The report said neither Dipjol nor Faisal was present during the incident.
The investigator wrote that Rashida was an “ardent fan” of Dipjol who had previously waited outside the Bangladesh Film Development Corporation to see him. On Jun 2, she went to Gabtoli, believing the cattle market lease was held by Dipjol.
As Eid-ul-Azha approached, the cattle market was in operation. Thinking Dipjol was inside the toll office, Rashida tried to enter but was stopped by the manager and staff, who told her Dipjol was not there. As she shouted, a crowd gathered.
She said she would not leave without meeting Dipjol, but staff explained that the actor neither held the lease nor visited the market after handing it over. They asked her to leave.
The report said Rashida became agitated, began shouting and was restrained by onlookers who believed she was mentally unwell. At one stage, she poured a chemical-like liquid from a bottle onto herself and attempted to set herself alight, but traders and bystanders seized matches or a lighter from her. She later calmed down and left the market.
It noted Rashida returned home in Jatrabari around 9pm and went to bed without informing anyone. At about 2am, she began screaming. Her husband Abdul Majid woke to find blisters across her body.
The following day, Majid, along with neighbours Ruby, identified with a single name, and Mukta Akter, took her to the emergency department of Dhaka Medical College Hospital. After initial treatment, doctors referred her to the National Institute of Burn and Plastic Surgery. While undergoing treatment there, Rashida made TikTok videos set to Bangla film songs and uploaded them online. She returned home on Jun 11 after completing treatment.
The investigating officer said he questioned goat trader Abdul Aziz, butcher Shahin, tea seller Alamgir and others near the toll office.
They told him a woman had arrived demanding to meet Dipjol, began shouting and was later removed from the area by onlookers. They also said Dipjol, Faisal or any of their associates were not present at the market that day, and that the lease was not held in Dipjol’s name.
The officer also reviewed Faisal’s mobile call data records, which showed his location was in Bijoynagar, Brahmanbaria, on the day of the incident, meaning he was not in Gabtoli at the time.
The report noted that after Dipjol handed over the Gabtoli cattle market on Apr 15, it came under Dhaka North City Corporation management and has since been run by Irfan Traders.
The investigator said Rashida’s parents were questioned and revealed she had been married before.
During that marriage, she had travelled to different places, including Dhaka, without informing her husband to meet Dipjol.
They reportedly said she sold inherited property to fund travel expenses, buy posters and banners and pursue meetings with the actor.
According to the report, her behaviour led to a divorce. She later married Majid in Dhaka without her parents’ consent.
Rashida rejects the CID report, calling it false. She said: “Is the medical certificate false? Is the report false? Why was acid thrown on me? If I am lying, God will judge. If he did not do it, he should say so in the mosque. They tied my hands and poured acid on me from behind.”
She also accused CID of intimidation and attempting to broker a settlement. “I told them I filed the case in court. The court will do justice. CID took money from the suspects and submitted a wrong report. We are poor, does that mean we cannot get justice?”
The complaint notes that Rashida went to Gabtoli Cattle Market on Jun 2 before Eid-ul-Azha to see cattle. She learned Dipjol was allegedly inside the office there.
It says she greeted Dipjol as a fan and requested to meet him. He allegedly ordered his aide Faisal to remove her. When she protested, Faisal and two unidentified men allegedly dragged her by the arms and shoulders out of the office, causing her to fall.
Rashida confronted Faisal, asking why they had pushed her, to which he threatened to break her limbs and throw her into the Turag River, it adds.
She reportedly replied, “Break them, let’s see your courage.” Faisal then instructed others to fetch a small gallon, which he poured on her body, leaving her in pain. She was later taken home by bus.
Relatives asked what had happened, but she did not explain. The next morning, she noticed burns across her body and sought treatment at Dhaka Medical College Hospital.
On Nov 13, Rashida’s husband filed another case against Dipjol and Faisal, alleging attempted murder.
The court has ordered the Police Bureau of Investigation (PBI) to investigate and submit a report.
