Mozammel Haque appointed secretary of public administration 

Md Mozammel Haque Khan, a senior secretary in the home ministry, has been appointed the secretary for Ministry of the Public Administration.

Md Mozammel Haque Khan, a senior secretary in the home ministry, has been appointed secretary in the Ministry of Public Administration.

Belonging to the admin cadre of the 1982 BCS batch, Khan’s experiences include working for the Road Transport and Highways Division and the Implementation Monitoring and Evaluation Division.

Khan has also worked as secretary of the Energy and Mineral Resources Division.

Kamal Abdul Naser Chowdhury, nearing retirement, served as secretary of the vital ministry before he was appointed principal secretary at the Prime Minister’s Office on Nov 27.

The search for a new secretary commenced when the process of appointing Kamal Chowdhury at the PMO got underway.

Officials pointed to the issue earlier of whether to appoint a secretary from the senior batches working in public administration or someone from the junior batches.

Now that the circular for the appointment of Khan has been issued, five days after the exit of Kamal Chowdhury on Dec 1, resolves the matter.

Khan was appointed acting secretary in the Ministry of Chittagong Hill Tracts Affairs in April 2009 and was promoted to secretary in the same ministry five months later.

He was promoted to senior secretary from secretary in the energy ministry on Mar 20 2014.

Khan, who earlier served as personal secretary to president Iajuddin Ahmed, worked as the director of PMO for some days in 2001.    

He also worked as PS to former state minister for health Dr M Aman Ullah and former Dhaka divisional commissioner Amin Mia Chowdhury.

A former director (finance) of Bangladesh Securities and Exchange Commission, Khan has two more years to go before his retirement.

He is scheduled to proceed on post-retirement leave on Nov 2, 2018, just before the end of the current government's tenure.

Fifty-seven year old Khan hails from Madaripur. After completing graduation and post-graduation from Dhaka University's social welfare department, he obtained a PhD from a university in Egypt.

Earlier, the public administration ministry was in the hands of the prime minister, but in the current government, Syed Ashraful Islam is working as minister, with Ismat Ara Sadique as state minister.

The public administration ministry's job is to formulate policies on regulation of the civil services and determination of their terms and conditions.

The policies it formulates are on method of recruitment, age limit, qualification, reservation of posts for certain areas and sex, medical fitness, examinations, appointment, posting, transfer, deputation, leave, travel, seniority, promotion, selection, suppression, retirement, superannuation, re-employment, appointment on contract, conditions of pensions, and determination of status.
