Mayor issues notice to Chattogram City Corporation CEO over 'negligence' in investigation

The findings have not submitted even after eight to nine months, Mayor Sahadat Hossain alleges

Mayor Sahadat Hossain has served a show-cause notice to Chattogram City Corporation (CCC) chief executive officer on the charge of “negligence in duty”.

The mayor alleged that CEO Sheikh Mohammed Tauhidul Islam had neglected the investigation into allegations of irregularities in tax assessment.

The notice, issued on Monday and addressed to the CEO, said the allegation of irregularity in tax assessment was raised against him on May 28, 2023.

“From that time until Sept 5, he did not take any steps to arrange for the submission of the findings, identify the culprits, or reassess the holding tax of the two concerned institutions."

The notice stated that, as a result, the CCC has been deprived of a significant amount of revenue, and the suspects could not be brought to justice on time.

It read, "This clearly shows his negligence of duty in accordance with Section 62(2) of the Local Government (Municipalities) Act, 2009."

The mayor directed the CEO to respond to the notice within 15 working days.

Sahadat told bdnews24.com, "He was in charge when the allegation first arose. He did not inform me about the issue after I took charge.

“In January, when I learned about it, I formed a new probe committee to reinvestigate the matter. But the inquiry report was not submitted even after eight to nine months. As the chief executive officer, the responsibility for this rests with him."

He added, "After he went for training, the secretary took over as the acting CEO. We received the investigation report after that. We took action against those involved."

Meanwhile, CEO Tauhidul went on leave for training on Sept 6. At that time, CCC Secretary Mohammad Ashraful Amin was appointed as the acting CEO.

Upon returning from training, Tauhidul submitted his joining letter to the mayor on Oct 22, which was not accepted.

When asked about this, Sahadat said: "Since his involvement in this matter is apparent, I cannot assign him duties. The matter will be reviewed once it is resolved."

About the allegations, Tauhidul told bdnews24.com: "I have heard about the issuance of the notice but have yet to receive it officially. The incident of tampering with the documents occurred in 2017-18. I was not in charge at that time.

“I joined in 2022. After learning about the issue, I formed an investigation committee, headed by the then law officer, who was an officer of the rank of additional district judge."

He said he was not negligent, adding that he had reminded the committee several times to complete the probe.

“Since the head of the committee was a legal expert, the delay might have occurred due to the process of collecting witness statements and evidence,” he said.

The CEO noted that a question also remains as to how one of the individuals accused of tampering with the documents received a promotion.
