The International Crimes Tribunal (ICT) has published an order stating that former inspector general of police (IGP) Chowdhury Abdullah Al-Mamun may be granted a pardon on the condition that he fully discloses the truth about his own involvement and that of the principal and co-accused in the violent crackdown on the July-August Movement.
The three-member tribunal led by Justice Golam Mortuza Mozumder released the order on Thursday.
According to the order, charges have been brought against the three accused -- ousted prime minister Sheikh Hasina, former home minister Asaduzzaman Khan, and Mamun -- under Sections 3(2)(a), 3(2)(g), 3(2)(h), 4(1), 4(2), and 4(3) of the International Crimes (Tribunals) Act, 1973.
On the day of the order, Mamun was present in court while the other two remain fugitives.
After the charges were formally read out, Mamun was asked whether he would plead guilty. He pleaded guilty and said that he was willing to disclose "truthfully and fully" everything he knew about the crimes and all those involved.
His lawyer Zayed Bin Amzad filed a petition seeking amnesty on his behalf.
The order noted that the chief prosecutor agreed to the conditional pardon, provided that Mamun offers "complete and truthful information" that would aid the judicial process in prosecuting the crimes in question.
Considering the circumstances and the information presented, the tribunal deemed it appropriate to grant Mamun conditional amnesty on the understanding that he would provide "complete and truthful disclosure" about the crimes and the individuals involved.
“The accused has accepted the terms of this pardon, and the tribunal will call him as a witness at a later stage to testify accordingly,” the order read.
“Since Chowdhury Abdullah Al-Mamun has been pardoned and accepted the pardon, it has become necessary to keep him separate from other detainees. Accordingly, the relevant prison authorities are directed to ensure his safety by placing him in separate custody.”
The registrar was also instructed to send a copy of the order to the relevant prison authorities and to take all necessary actions in line with the ruling.
