EC revises constituency boundaries in 46 parliamentary constituencies

Election Commission reduces one seat in Bagerhat, increases one in Gazipur under revised demarcation

The Election Commission (EC) has brought changes to the boundaries of 46 constituencies for the parliamentary polls.

On Thursday, the commission finalised the demarcation of all 300 electoral areas and published the gazette.

Boundaries of 254 constituencies have remained unchanged from the 12th parliamentary election, while the rest have undergone revisions.

The commission, led by Chief Election Commissioner AMM Nasir Uddin, released a draft of the 300 seats on Jul 30.

After resolving objections and recommendations through hearings, the final delimitation has been announced.

Election Commissioner Md Anwarul Islam Sarker said Gazipur has gained one additional constituency, raising the number to six, while Bagerhat has lost one, reducing the number to three.

He added that no legal challenges can now be pursued against the finalised boundaries.

“This time, the delimitation has been done very carefully through a specialised committee, the election commissioner said. “All considerations were taken into account while fixing the boundaries.”

He added, “Now other election preparations will be completed quickly. With the most important and complex task concluded, the commission’s progress is now visible,” he added.

With the constituencies settled, potential candidates will now be able to organise their campaigns swiftly, he noted.

Seats affected by the changes include:

Panchagarh-1, 2; Rangpur-1, 3; Sirajganj-1, 2; Pabna-1, 2; Bagerhat-1, 2, 3; Satkhira-2, 3, 4; Manikganj-2, 3; Dhaka-2, 4, 5, 7, 10, 14; Gazipur-1, 2, 3, 5, 6; Narayanganj-3, 4, 5; Faridpur-2, 4; Shariatpur-2, 3; Brahmanbaria-2, 3; Cumilla-1, 2, 6, 10; Noakhali-1, 2, 4, 5; Chattogram-7, 8.

Compared with the last three general elections, more changes have been made to constituencies this time.

On Jul 30, the commission published a draft demarcation with changes to 39 constituencies.

Among these, Dhaka-3, Cumilla-9, Dhaka-19, and Sylhet-1 were later restored to their earlier form. Further revisions were made following additional objections.

The draft generated 1,893 objections and recommendations across 84 constituencies.

After consecutive hearings from Aug 24–27, the EC finalised the list.

The schedule for the 13th parliamentary election is expected in December, with voting planned in the first half of February.

PAST BOUNDARY REVISIONS

After the major redistricting in 1984 and 1991, another extensive revision came in 2008, when the EC proposed changes to 133 constituencies for the 9th parliamentary polls.

Before the 12th general election, 38 constituencies received objections, but only about a dozen underwent minor revisions. The gazette was issued on Jun 3, 2023.

For the 11th parliamentary polls, the draft was published in 2018.

After hearings and adjustments, the gazette was finalised on Apr 30, with 25 constituencies undergoing minor changes out of the 40 initially proposed.

Ahead of the 10th election in 2013, the EC proposed changes to 87 constituencies. After review, 50 were altered, with the gazette published on Jul 3.

The 2008 election remains the most significant redistricting exercise, when 133 constituencies were changed in preparation for the 9th parliamentary polls.
