The education ministry has released the draft ordinance for the proposed Dhaka Central University, which will integrate seven government colleges in the capital.
The draft was published on Wednesday afternoon, inviting feedback from stakeholders through the Secondary and Higher Education Division.
Written opinions can be submitted via email at [email protected] or to the senior assistant secretary of the Government General University Branch, 6th Building, Secretariat.
7 CAMPUSES
The university will have seven academic campuses, each corresponding to one of the seven colleges.
Administrative buildings, student-faculty centres, auditoriums and health centres will be located separately.
The draft says that infrastructure and campuses of Dhaka College, Government Bangla College, Government Titumir College, Eden Mohila College, Kabi Nazrul Government College, Government Shaheed Suhrawardy College, and Begum Badrunnesa Government Girls’ College will be used permanently from 1pm to 7pm daily for university activities.
A statutory body will be formed comprising the chancellor, vice-chancellor, pro-vice-chancellor, treasurer, syndicate and academic council members.
HYBRID TEACHING MODEL
The draft ordinance outlines a hybrid teaching system for undergraduate and postgraduate courses. Up to 40 percent of classes will be conducted online, with the remaining 60 percent in person. All examinations must be held physically.
The university will follow an interdisciplinary approach. For undergraduate students, the first four semesters will cover general subjects, while the next four semesters will be discipline-specific. Students may change disciplines at their campus after the fourth semester, subject to meeting conditions.
DEPARTMENTS
The draft divides the seven colleges into four schools: School of Arts and Humanities, School of Business Studies, School of Law and Justice, and School of Science.
School of Science: Dhaka College, Eden Mohila College, Begum Badrunnesa Government Girls’ College.
• Dhaka College: Applied Mathematics, Zoology, Data Science, Biochemistry, Biotechnology.
• Eden Mohila College: Physics, Applied Chemistry, Botany, Forensic Science.
• Begum Badrunnesa College: Psychology, Environmental Management.
School of Arts and Humanities: Government Bangla College.
• Journalism and Communication Studies, Development Studies, Economics, Film Studies, International Politics.
School of Business Studies: Government Titumir College.
• Accounting, Human Resource Management, Hotel and Hospitality Management, Marketing and Sales, Bank and Insurance Management.
School of Law and Justice: Kabi Nazrul Government College, Government Shaheed Suhrawardy College.
• Kabi Nazrul College: Law.
• Shaheed Suhrawardy College: Criminology.
TEACHERS’ OBJECTIONS
Before the draft was released, teachers of the seven colleges held a human chain on Wednesday, opposing the integration. Concerns included the abolition of BCS general education posts, reduction in higher education and women’s education, and loss of colleges’ independent structure and heritage.
MM Atikuzzaman, general secretary of Titumir College Teachers’ Association, said: “Why target these seven colleges when so many universities exist?
“I know what’s behind this -- an opportunistic group wants to wipe out these colleges to pave the way for private universities.”
