Indian Rajya Sabha passing LBA bill is a diplomatic success: PM

Prime Minister Sheikh Hasina has claimed a "diplomatic success" after India's Upper House passed the constitutional amendment for the Land Boundary Agreement.

During a visit to the home ministry on Thursday, she said, “It is our government’s diplomatic success.”

India’s Rajya Sabha on Wednesday passed a constitutional amendment allowing implementation of the country’s Land Boundary Agreement with Bangladesh, which includes exchange of territories in Assam, West Bengal, Tripura and Meghalaya.

Under the deal, 162 enclaves are to be exchanged. Bangladeshi enclaves have around 14 thousand residents while Indian enclaves are home to 37,000.

India’s External Affairs Minister Sushma Swaraj has clarified that no movement of population was necessitated by the exchange of enclaves.

"If Indians in Bangladeshi enclaves want to stay there, they will be given Bangladeshi citizenship and if Bangladeshis living in Indian enclaves want to stay, they will be given Indian citizenship," she had said.

With Rajya Sabha’s nod, the amendment bill will now go to the Lower House or Lok Sabha for final nod. Enclave residents expect easy passage there because BJP has a clear majority there.
