He is accused of taking no action to stop the grabbing of a piece of land allotted for Liberation War martyr AKM Shamsul Haque Khan’s family, demolition of the building on it and lootings of valuables.
The home ministry in a circular on Sunday said Ibrahim has been suspended in pursuance to the Government Servants (Discipline and Appeal) Rules of 2018.
It did not mention the reason behind the action, but a police officer told bdnews24.com on Monday that Ibrahim was suspended because of the allegations related to the martyr’s family.
Home Minister Asaduzzaman Khan Kamal, DMP Commissioner Asaduzzaman Mia and Ibrahim did not take bdnews24.com calls for comments.
The police officer who confirmed the reason behind the government action against Ibrahim requested anonymity as he was not authorised to speak about the issue to the media.
While Ibrahim was working at the DMP’s Lalbagh Zone before joining Wari Zone in June this year, the family of the martyr Khan alleged they lost a piece of land and a building on it at Bangshal in an invasion on Sept 28 last year.
His family also alleged lootings of goods worth Tk 50 million during the demolition of the house.
Khan, the then deputy commissioner of Cumilla, was taken to the Mainamati Cantonment and killed there during the war in 1971.
The government conferred the highest civilian award Swadhinata Padak on him in 2010.
Bangabandhu Sheikh Mujibur Rahman in 1975 allotted a four-katha (around 2,880 square feet) plot with the holding No. 221 on Nawabpur Road to Khan’s mother Masuda Khanom, according to the family.
After her death, the allotment was transferred to the martyr’s sons and heirs Fazlul Haque Khan and Azharul Haque Khan.
The family set up two business entities - Masuda Corporation and SHK Corporation – on the plot later.
After last year’s incident, the martyr’s grandson Shamsul Hasan Khan told bdnews24.com they had paid Tk 124,675 lease money in 2017 like they had been doing every year.
A group of people led by a local businessman, Sheikh Jabed Uddin, were trying to grab the plot by threatening the family, Hasan had alleged at the time.
He had said the family started a case at Bangshal Police Station on the day after the invasion and loot after filing several general diaries or GDs over the threats.
“But police did not take any action. We filed a complaint with the DC, but there was no response,” Hasan had said.
Additional Deputy Inspector General of Police Aminul Islam in an investigation report said he found truth in the allegations against Ibrahim that he had not taken the necessary action after the martyr’s family made the allegation of land grabbing.
In a letter, he sought Ibrahim’s explanation over his alleged inaction even after being aware of the construction work on the plot after the demolition of the three-storey building on it.
“You have shown negligence in performing government duty, which is defined as misconduct in Rule No. 2 (B) of the Government Servants (Discipline and Appeal) Rules, 2018,” Aminul wrote.
Ibrahim, a 24th BCS officer, hails from Brahmanbaria. He grew up in Chattogram.
