Political parties have already reached consensus on most of the fundamental reforms, but some other issues are expected to be resolved through dialogue, says Ali Riaz, vice-chairman of the National Consensus Commission.
He said, "We want to finalise the national charter by July. This is undoubtedly what you (political parties) also want so that it is possible for us to move forward. We have already agreed upon many issues. There are some issues that need to be resolved through negotiations."
He made the remarks at the start of the 15th day of the second phase of the commission’s dialogue with political parties at the Foreign Service Academy in Dhaka on Sunday.
The day’s agenda includes discussions on the caretaker government and allowing the prime minister to hold multiple positions.
Riaz said, "Our goal is to have a charter in place by Jul 31, which is the wish of you, of us, and of everyone's efforts. Everyone in the country is expecting it."
Noting that the political parties have given the commission the responsibility of deciding on the formation of the upper house in parliament, he said: "The commission is reviewing the matter. I had hoped to be able to inform you of the commission's decision after discussions on Friday and Saturday. The commission has taken a decision through discussions and it is necessary to take some more time to consider this. We are reviewing your various positions."
Stating that the discourse on the upper house will be discussed, Riaz added: "In addition to reviewing your points, we will be able to take a decision after considering what kind of reactions there may be to the establishment of the upper house and other related issues. I hope to be able to take a decision on this matter in two to three days."
Regarding the debate on the caretaker government, he said: "In the context of the discussion over the past few days, the commission has presented several proposals for consideration. In that context, there was talk on proposals being introduced from the political parties. We received proposals from the Revolutionary Workers Party, BNP, NCP and Jamaat. “
“After reviewing them in various ways, a comprehensive proposal was presented which is based on the summary of the parties’ positions and the discussions of the last few days. I hope that we will be able to move towards an outcome through our discussion today.
"We were all involved in the fight to re-establish the caretaker government system in the past 14 years. At that point, we agreed on the re-establishment of the caretaker government. Now we will be able to come to an agreement on the structure that puts the chief advisor in place. The commission not only hopes that it will happen, but also believes that it will happen.”
Monir Haider, special assistant to the chief advisor, and commission members Badiul Alam Majumder, Aiyur Mia, Safar Raj Hossain, and retired justices Emdadul Haque and Iftekharruzzaman also joined the discussions alongside the representatives of political parties.
