The government is finalising a framework to develop the capacities of the local government institutions.

A day-long workshop on the “Draft Capacity Development Framework for Local Government Institutions” was held in Dhaka on Thursday.
 
The Union Parishad Governance Project (UPGP) and Upazila Governance Project (UZGP) under Local Government Division (LGD) co-organised the workshop, the UNDP that supports the government in those projects said.
 
The main objective of the capacity development framework of those institutions is to address the needs by implementing an “appropriate” development framework.
 
The city corporations, municipalities, Zila Parishads, Upazila Parishads and Union Parishads would be brought under the framework.
 
Prof Dr John Vong of the Lee Kuan Yew School of Public Policy, Singapore, who is also leading a three-member consultancy team, made a presentation on the draft.
 
He recommended setting up a ‘Steering Committee’ to drive the proposed five capacity development interventions for the local government institutions.
 
Those include budgetary reform and financial accountability and transparency, performance evaluation and review, local government reform and leadership administration and management programme, digitalisation of LGD and gender empowerment.
 
LGD Secretary Abdul Malek, and UNDP Bangladesh Office’s Assistant Country Director Shaila Khan were present, among others, at the programme.
 
Development partners, different ministries and departments, elected public representatives, academicians, and NGOs attended the event to give their views on the draft.
