The prime minister's ICT affairs adviser was speaking on Wednesday at the inauguration of 'ICT Incubator', the first-of-its-kind help centre for the young entrepreneurs in the sector.
Joy advised the entrepreneurs to set a goal and devote time to achieve it.
By following this formula, he said, the Awami League government, headed by his mother Prime Minister Sheikh Hasina, 'achieved success' in the power sector.
"I was an IT entrepreneur like you. I had failed many times, but kept trying until I made it. You will also be able to do it if you continue trying and believe that nothing is impossible."
Joy said the youths were the 'biggest' power of Bangladesh.
"The Awami League government is creating opportunities for the youth in all sectors, not only in ICT."
He also thanked VimpelCom, the parent company of mobile-phone operator Banglalink, for helping to set up the ICT Incubator.
The others who took part in the competition, Connecting Startups Bangladesh, in
February, will also get different kinds of help.
Joy praised the winners and the other participants of the competition.
"I am amazed by your invention. I've seen your work. Now I am confident, I know, that Bangladesh will lead the global IT sector," he said.
