The committee made the recommendation in its report that was submitted to a High Court bench on Thursday, seven months after the incident.
A series of attacks on monasteries and houses of the Buddhists in Ramu took place on the night of Sep 29, 2012 following a Facebook post allegedly by a Buddhist youth defaming the Quran.
The three-strong judicial committee was formed with Chittagong District and Sessions Judge Abdul Kuddus Mia as its chief following Dec 13 orders of a High Court bench.
The panel on May 13 submitted the report to the Supreme Court Registrar and it was placed before the bench on Thursday.
The report made 20 recommendations, which include strong administrative support to enforce tight control over social network websites.
