The Election Commission (EC) has asked for details about the amount of funds of the National Citizen Party (NCP), the student-led group that spearheaded the July Uprising, concerning its registration.
After a preliminary review of the party's registration application, the EC identified deficiencies or errors in six issues and directed the party to rectify these by Aug 3.
The deficiencies or flaws include: the list of all district offices, rental agreements of two district offices, the list of members from 25 Upazilas, the amount and sources of funds, signatures on the executive committee’s decision, certification that the party constitution does not conflict with the national Constitution, and the provision for forming a panel for candidate nominations.
Before conducting an on-site verification of the registration application details, the EC has given 15 days to fix the issues as per regulations, according to EC officials.
A letter signed by EC Deputy Secretary (Election Support and Coordination) Mahbub Alam Shah on the matter was sent to the NCP convenor at the party office on Thursday.
The party’s Joint Chief Coordinator Arifur Rahman Tuhin said on Saturday, “We have received the letter pointing out some primary information shortfalls in the registration application. NCP will provide all the required information along with necessary documents within the stipulated time and submit them to the EC.”
Ahead of the 13th parliamentary election, 144 parties have applied for registration this time. After scrutinising the applications of all aspiring parties, they have been given time to correct the necessary errors.
In the letters sent to the parties, it has been stated that if they fail to address the information deficiencies and comply with the conditions within the stipulated time, their registration applications will be rejected.
In the letter to NCP, the EC Secretariat said the application has been reviewed.
According to the party registration rules under the Representation of the People Order (RPO), the following deficiencies or errors have been found after scrutiny:
• The list of all functional district offices with addresses has not been provided; the rental agreements of the Dhaka and Sylhet district offices do not mention the party name.
• The list of all Upazila and thana offices with addresses has not been provided; in 25 Upazilas or thanas, the required number of members (at least 200 voters) has not been included. The rental agreements of the two Upazila offices do not mention the party's name.
• In field number 9 of the application form-1, the amount of funds has not been mentioned, nor has the amount been stated in the attached details of the fund sources.
• The final page of the copy of the executive committee’s decision on registration does not have signatures.
• The party constitution does not include provisions for finalising the nomination of candidates for the central parliamentary elections from panels prepared with members of ward, union, thana, Upazila, or district committees as applicable.
• No certification has been attached confirming that none of the party’s documents or activities are contrary to the Constitution, and that no person convicted under the Collaborators (Special Tribunals) Order, 1972 or the International Crimes (Tribunal) Act, 1972, is in the party.
The EC has instructed the NCP to amend the faults and comply with the required conditions per the party registration guidelines, and submit an amended constitution if it is not aligned with the relevant RPO clauses.
After receiving the necessary corrections, information, and documents by the deadline, the EC Secretariat will conduct on-site inquiries at all offices.
