The top positions in the Revenue Policy and Revenue Management divisions, which will be formed by splitting the National Board of Revenue (NBR), will be filled by civil servants with relevant expertise.
The approval came on Thursday when the Advisory Council cleared the “Revenue Policy and Revenue Management (Amendment) Ordinance 2025”, ending months of disagreements.
On May 12, the interim government issued the “Revenue Policy and Revenue Management Ordinance, 2025”, bifurcating the NBR.
From the next day onward, the employees of the country’s main revenue-collecting body have been carrying out continuous programmes, including sit-ins and work stoppages.
Their primary demand was that no secretaries from the administration cadre be appointed to the top positions of the institution.
Instead, they insisted that experienced officers from the BCS Taxation and Customs and Excise cadres should be appointed.
In pursuing NBR reform, officers organised programmes such as a “March to NBR”, violating service rules. More than 20 officers have already been sent into retirement for rule breaches.

At a press briefing at the Foreign Service Academy on Thursday, Chief Advisor’s Press Secretary Shafiqul Alam said: “The amended ordinance introduces changes to 11 sections of the previous ordinance.
“It ensures that the posts of secretary and other senior positions in both the Revenue Policy Division and the Revenue Management Division will be filled by officials with specialised knowledge, rather than reserved for any specific cadre.”
A government media statement said: “The secretary of the Revenue Policy Division may be appointed from among government officials with experience in macroeconomics, trade policy, planning, revenue policy, or revenue management.
“Similarly, the secretary of the Revenue Management Division may be appointed from among officials with experience in revenue collection,” it added.
The Revenue Policy Division will include subdivisions covering income tax policy, double taxation avoidance agreements, international treaties and opinions, customs policy, VAT policy, and matters related to international trade and customs agreements.
The Revenue Management Division will be responsible for enforcing income tax, VAT, and customs laws, as well as managing human resources at field level.
Other units of both divisions will also require appointments from officials with relevant qualifications and expertise, according to the amended ordinance.
