The two divisions of the National Board of Revenue -- Revenue Policy and Revenue Management – will be introduced during the tenure of the interim government, NBR Chairman Md Abdur Rahman Khan says.
He expects the two divisions to begin operating soon once the remaining bureaucratic procedures are wrapped up by December.
“You know that all the legal processes to separate revenue policy and revenue management are almost complete,” the NBR chief said.
“Now the implementation process is under way. We are moving very fast on the matter. The allocation of business has nearly been finalised, and the rules of business are also nearly complete.”
He added that the organogram drafts for the two departments have already been finalised.
“We hope the bureaucratic steps remaining will be completed within this month,” he said.
“And we expect that you will see two secretaries leading the two divisions during the interim government’s tenure.”
Khan made the remarks on Monday while unveiling an economic report by the General Economics Division.
He added that once the two divisions are established, tax policies would be framed “independently”, and would be “in the interest of the country, in the interest of business and commerce, in the interest of the people of the country”.
“We hope this will also increase revenue,” he said.
“At the same time, it will be possible to eliminate the existing injustice and discrimination.”
On May 12, the government abolished the NBR and issued the Revenue Policy and Revenue Management Ordinance, 2025.
Employees of the organisation launched protests the next day, holding sit-in strikes and pen-down programmes.
Their demand was that secretaries from the administration cadre should not be appointed to the top positions of the newly-structured revenue bodies.
Instead, they insisted the posts go to experienced officers from the BCS (Tax) and BCS (Customs and Excise) cadres.
Facing sustained demonstrations, the government backed away from implementing the ordinance and later signalled that amendments were being considered.
More than 100 employees were suspended or sent into compulsory retirement for leading or participating in the movement.
The ACC filed cases against several officials, while many others were transferred as punitive action.
The ordinance was later amended to allow the appointment of experienced government officials to senior posts in the two divisions.
A total of 11 changes were incorporated into the Revenue Policy and Revenue Management (Amendment) Ordinance, 2025.
