Monthly Payment Order, or MPO-listed madrasah teachers, like their counterparts in schools and colleges, will now have the opportunity to transfer twice during their careers, while female teachers can transfer three times.
The news transfer policy, issued by the education ministry's Technical and Madrasa Education Division, was made public on Sunday afternoon.
The policy, titled “Transfer Policy 2024 for NTRCA (Non Government Teachers' Registration and Certification Authority) Recommended MPO Teachers Working in Private Educational Institutions (Madrasa) Via Automated Software”, was signed by the division’s Secretary Kh M Kabirul Islam.
Shamshur Rahman Khan, additional secretary of the division’s madrasa wing, told bdnews24.com that the policy was introduced in line with the existing system for school and college teachers.
MPO-listed teachers have long been demanding the opportunity for transfers.
The Directorate of Secondary and Higher Education issued a similar policy for school and college teachers on Thursday.
According to the new policy, teachers can apply online for transfers each year between Oct 1 and 30.
The NTRCA will publish the vacancy requirements for each institution by Sept 15 every year.
The Directorate of Madrasa Education will process the applications and issue transfer orders by Nov 30.
Teachers who are transferred must join their new institutions by Dec 30.
They will have the option to apply for transfers within their own district.
If there are no vacancies in their district, teachers can apply for a transfer to any district within their division.
They will become eligible to apply for transfers after completing two years at their current posting.
Priority will be given based on seniority, gender, and distance when multiple applications are received for the same position.
Bangladesh Teachers Forum President Mohammad Habibullah Raju expressed relief over the new policy for NTRCA-recommended teachers.
Habibullah, a teacher at Khalilpur High School in Pabna’s Sujanagar, told bdnews24.com on Sunday evening: “For years, teachers working far from their homes were frustrated due to the lack of transfer opportunities. This new policy has restored their hope.”
"Similar to school and college teachers, madrasa teachers will also be able to apply for transfers starting in October. I urge the authorities to ensure that all teachers have the opportunity to apply for transfers before October, as many may lose their chance if the NTRCA makes new appointments in the meantime," he added.
Habibullah also pointed out that the policy allows only one transfer per year per institution, which he believes the ministry should reconsider.
