The interim government has approved a proposal to split the revenue administration under the finance ministry into two distinct wings: Revenue Policy and the Revenue Management.
This structural shift, sanctioned during the 119th meeting of the National Implementation Committee for Administrative Reorganisation (NICAR) on Tuesday, aims to “bring transparency and pace” to Bangladesh’s tax collection system.
Chief Advisor Muhammad Yunus presided over the session at his official residence, State Guest House Jamuna, marking the first NICAR meeting under the interim administration.
The meeting also cleared 11 administrative reorganisation proposals, including the establishment of four new police stations across the country.
According to chief advisor’s office, the Revenue Policy and Revenue Management Ordinance, 2025, has already been promulgated to facilitate this transition.
Currently, the National Board of Revenue (NBR) operates under the Internal Resources Division of the finance ministry.
After the restructuring, the organisation will come under the Revenue Management Division.
The Revenue Policy Division will be led by a senior government official with experience in macroeconomics, trade policy, planning, revenue policy, or revenue management.
Speaking at the Foreign Service Academy after the meeting, Chief Advisor’s Press Secretary Shafiqul Alam said: “The current NBR chairman has indicated that both divisions are expected to start functioning fully and independently from February.”
As part of reforms in the health sector, the meeting approved merging the Health Services Division and the Medical Education and Family Welfare Division to reorganise the Ministry of Health and Family Welfare.
The committee also decided to change the Bangla name of the Ministry of Women and Children's Affairs, although the English name of the ministry will remain unchanged.
To strengthen law enforcement, four new police stations will be established: Purbachal North in Gazipur, Purbachal South in Narayanganj, and Matarbari in Cox’s Bazar.
In Narsingdi, Raipura Upazila will be divided to create another new police station, with its name to be announced later.
The meeting also sanctioned the correction of the spelling of “Bhully” police station in Thakurgaon district.
In addition, taking into account environmental heritage, tourism, and economic potential, NICAR greenlit the upgrade of Satkhira district from “B” category to “A” category.
