He hailed from Geetpur under Naogaon's Porsha Upazila.
Like Moin, 20 other troopers of Bangladesh Rifles, as the border watchdog was known then, had been missing.
All of them are accused in massacre and mutiny cases.
Notices have been issued at all the police stations, land and airports across Bangladesh.
Witnesses said Moin had walked up on the stage on Feb 25, 2009 in the presence of 2,483 people at the Peelkhana's Darbar Hall.
Then BDR Director General Maj Gen Shakil Ahmed was present on the stage along with several other army officers.
The officers on stage had forced Moin down quickly, pictures of which were run on various newspapers.
Although Moin was put away, the mutiny could not be contained.
Over 50 army officers, including then BDR chief, were killed.
Moin's whereabouts has remained unknown since then.
The BDR authorities had issued notices showing 25, including Moin, as fugitives.
Five others were detained later.
The trials for the killings and the mutiny started in the absence of 20 others.
Nineteen of them are soldiers and the other is a Lance Nayek.
