E-bail bond will become a milestone in ensuring justice, says PM Tarique Rahman

The e-bail bond system will serve as a milestone in ensuring access to justice, Prime Minister Tarique Rahman says.

“We don’t just want technological advancement, but also want a change in mindset,” he said while inaugurating the e-bail bond system at the Bogura District Court. “We want to build a Bangladesh where there is no difference in the justice system between the prime minister or a minister, a police officer or an official, and an ordinary citizen. The judiciary must be completely independent and a firm foundation for establishing justice.”

The prime minister said, “As a judge will verify the bail order and send it directly online to the prison authorities, they will be able to release the concerned person immediately upon receiving the order. As a result, the e-bail bond or electronic bail system will eliminate unnecessary harassment and suffering in the justice system.”

“The government also plans to integrate the e-bail bond system with police CDMS, the court case magistrate system, and national ID card verification. To reduce public suffering, the government will continue efforts to bring the entire process under computerised systems and modernise the judiciary, In Sha Allah.”

He said, “In the past, during previous regimes, thousands of opposition members or people with dissenting views were harassed through false cases, fake warrants, and delays in warrant recalls.”

“The current government will complete processes such as production warrants, release orders, and warrant recalls from police stations through online platforms. If implemented, it will enable faster transfer of case documents online when an accused person is arrested in another district, making bail hearings easier. This will help eliminate the culture of police harassment and false imprisonment.”

The prime minister said, “During the autocratic regime, the judiciary was turned into a partisan institution. Although governance was carried out in the name of law, justice did not exist. In August 2024, the freedom-loving people of the country freed themselves from that dark period. The current government is committed to establishing the people’s right to justice through upholding the order of the law.”

“Courts are not places for harassment, but safe spaces for justice. If this belief is strengthened among people, mob violence will also decline. The government is working to establish the judiciary as a place of justice and trust.”

Tarique added, “To reduce public suffering, the government is transforming the judicial administration and processes into a fully electronic system. As part of this initiative, the e-bail bond system has been introduced, and today it has been launched in seven districts. Expanding this system nationwide will help eliminate delays and inequality in access to justice. Delayed justice is effectively denied justice.”

“I hope the judiciary, prison authorities, and all relevant institutions will work sincerely to advance the e-bail bond system.”

The prime minister further said, “After obtaining bail, it often takes several days for the bail document to reach the prison due to bureaucratic procedures, delaying release. While this may follow legal procedures, it raises questions about whether justice is truly served.”

He said during the previous "fascist" regime, court hearings were even held at night to punish political opponents. Those were not examples of justice, but rather misuse of law.

“The rule of law and justice complement each other. However, establishing justice is more important than merely enforcing law. That is why the government is focused on ensuring justice. For justice, we need fair judges. The e-bail bond system is a significant step forward in that journey.”

Recalling his own imprisonment during the “1/11” period, the prime minister highlighted the plight of poor and innocent prisoners and urged the law minister to take steps to provide legal aid.

He said, “I myself was in jail for 18 months. From my experience, about 30 percent of prisoners are poor and often do not even know why they are imprisoned. Many remain in jail simply because they cannot afford a lawyer.”

“I request the honourable law minister to address this issue—how we can help these innocent people, especially those who cannot afford proper legal representation, and free them from unjust imprisonment.”

The prime minister inaugurated the e-bail bond system by pressing a button on a computer. With this, the system was launched in seven districts: Bogura, Jhenaidah, Jashore, Magura, Rajshahi, Natore, and Kushtia.

The event was chaired by Law Minister Md Asaduzzaman. Secretary of the Law Ministry Liaquet Ali Molla also spoke.

The prime minister’s spouse Zubaida Rahman and members of parliament from Bogura were also in attendance.

Earlier, the prime minister inaugurated a newly constructed building for the Bogura District Bar Association. He also provided financial assistance of Tk 1.5 million for the building, Tk 300,000 for the bar library, and Tk 500,000 to building a mosque for lawyers.
