The promotion of 268 civil servants to deputy secretary has triggered disquiet in the information cadre, with officers alleging that seniors were passed over in favour of juniors.
Several of them alleged that despite repeated appeals, officers from the 24th, 27th and 28th BCS batches in the information cadre were largely overlooked in this round of promotions.
They had expected a higher number of promotions this time—at least enough for the 28th batch to narrow the gap with the administration cadre’s 30th batch.
They complained that some senior and skilled officers from the 24th and 27th BCS batches were bypassed, while juniors were promoted instead.
Four senior officials from the information cadre: three are from the 24th BCS and one from the 27th, were passed over, while juniors from the 27th batch were promoted.
The list placed Kamruzzaman Bhuiyan, seniority no. 30, Md Shiplul Zaman, no. 34, Hasina Akhter, no. 39 -- all from the 24th BCS -- and Md Anwar Hossain, no. 57, from the 27th BCS at the top.
A senior information ministry official told bdnews24.com the ministry had forwarded 13 eligible names to the public administration ministry for consideration.
Officers said they had expected at least seven or eight of those to be approved, particularly as the administration cadre’s 30th batch featured in this round.
But the gazette shows none of these four received promotion, while two officers from the 27th batch with seniority nos. 59 and 61 were promoted.
They described the exclusions as deeply dispiriting, with personal and professional consequences for those left out.
Officers of the 24th BCS in the administration cadre were promoted to joint secretary earlier in March, while officers up to the 29th batch have secured deputy secretary promotions.
The latest round saw 268 officers promoted, including 262 currently working in ministries and divisions, and six serving abroad as first secretaries in Bangladesh missions.
