A criminal case has been filed against Concord Group’s chairman and managing director, along with another official, over the death of a private company executive who was struck by a falling steel bar in Dhaka’s Gulshan.
On Sunday, three days after the incident, police said the investigation is still at an early stage.
The victim, 45-year-old Ashfaqur Rahman Chowdhury, was standing on the footpath in front of a building in Gulshan on Thursday afternoon, when a steel bar pierced his head from above.
He was taken to United Hospital, where doctors declared him dead on arrival.
That night, his father-in-law Sirajul Islam Talukder filed a negligence case with Gulshan Police.
He named Concord Group Chairman SM Kamaluddin, Managing Director Shahriar Kamal and Project-in-Charge Al Amin, along with 10–12 unidentified people.
Gulshan Police Deputy Commissioner Rawnak Alam told bdnews24.com, “The matter is under investigation. We are analysing CCTV footage to determine where the rod fell from and whose negligence was involved.”
In the complaint, Sirajul alleged that his son-in-law was standing in front of Crystal Place when a steel bar fell from Concord’s 25-storey building under construction on Plot No. 1 across Road No. 140 because “proper and necessary safety measures were not taken”.
He said the incident amounted to “criminal negligence”.
Sirajul said police had taken no action against the named Concord officials even three days after the case was filed.
“My only daughter has become a widow at a young age. There is an 11-year-old granddaughter. Who will take responsibility for this family?” he told bdnews24.com.
Sub-inspector Aziz Mahmud of Gulshan Police said the Concord building is on the opposite side of the road from where Ashfaqur was standing.
“Steel rod work was being carried out in that building. No evidence has been found of rod work in any other nearby building,” he said, adding that the building under which Ashfaqur was standing was only undergoing glass-cleaning.
He said investigations to confirm the exact source of the steel bar are ongoing and that the Project-in-Charge Al Amin has been untraceable since the incident.
Concord Group’s Chief Public Relations Officer M Mahfuzur Rahman called the incident tragic but denied the company’s responsibility, claiming the steel bar came from the building where unsafe glass-cleaning was being carried out.
He said a vested group was trying to falsely blame Concord.
