The interim government has decided to transfer all superintendents of police (SPs) and officers-in-charge (OCs) across Bangladesh through a lottery system ahead of general election.
The decision was made at a meeting on election-related law and order at the home ministry on Wednesday afternoon, said Home Advisor Md Jahangir Alam Chowdhury.
Speaking at a press conference after the meeting, he said: “After the chief advisor’s televised address in which he spoke about election matters, [Wednesday’s] discussion focused on the logistical support required for the polls.”
Jahangir pointed out that deputy commissioners, SPs, Upazila Nirbahi (executive) officers (UNOs), and OCs play a “critical” role during any national election.
He said: “During elections, candidates often attempt to have their preferred DCs, SPs, or OCs posted to their constituencies.”
“But this time, we have decided to conduct a lottery in front of media representatives.”
The advisor confirmed that the reshuffle, particularly for SPs and OCs, will be carried out before the election through this method.
He said the move is aimed at avoiding any perception of bias. “No one should feel that a particular officer is supporting one side or another.”
Jahangir added that the posting of SPs will be handled at the Secretariat, while the transfer of OCs will be managed in a structured process at the divisional level.
The changes will take effect a few days before the election schedule is announced.
“After the schedule is declared, the Election Commission may choose to take further decisions if it wants,” he said.
Jahangir also said each of the 47,000 polling centres will be assigned a senior police officer equipped with a body camera.
Around 800,000 members of law-enforcing agencies, including election-time Army deployment, will be mobilised to maintain order during the polls, he added.
