He was detained from the district town’s Barahipur area, said Feni’s Additional Superintendant of Police Saiful Haque on Sunday.
Chowdhury is the joint general secretary of Awami League’s Phulgazi Unit, and the slain chairman was its president.
Gunmen blocked the Phulgazi chairman Ekramul Haque’s SUV in front of Bilashi cinema hall at the heart of Feni district town on Apr 20.
They hurled bombs, shot him and finally set the vehicle on fire with him trapped inside.
RAB on Saturday arrested eight over the murder including prime suspect Abidul Islam Abid, a cousin to Feni-2 MP Nizam Uddin Hazari, in Dhaka.
Awami League leader Abdullahil Mahmud Shiblu, the councillor of Ward-5 where the chairman was killed, later surrendered to police in Feni.
Jihad also lives in the same area.
The arrested men told RAB that Shiblu too was part of Jihad’s plan to kill the Phulgazi chairman.
At least 40-50 people took part in the killing in broad daylight at a busy Feni street, RAB says.
RAB spokesperson ATM Habibur Rahman briefed the media following their arrest.
He said it was Jihad, who supplied the firearms, and the youths returned the pistols to him after the daylight killing.
The case, filed by Ekram’s brother, accused local BNP leader Mahtab Minar but a faction of the local Awami League leaders pointed the finger at MP Hazari.
