The timing of the next national election will depend on the implementation of the “July Charter”, which will be finalised based on consensus among political parties and civil society regarding reform commissions’ reports, Chief Advisor’s Press Secretary Shafiqul Alam has said.
He spoke to journalists outside the State Guest House Jamuna after the Judiciary Reform Commission and the Public Administration Reform Commission submitted their reports to Muhammad Yunus on Wednesday.
Shafiqul said, “The charter’s implementation will determine whether the election takes place within this December or by next July.”
Yunus-led interim government formed a National Consensus Building Commission to bring political parties in alignment with the reform proposals.
The commission is headed by Yunus, with the Constitutional Reform Commission chief Ali Riaz serving as vice chairman.
The other heads of the reform commissions are also part of the Consensus Commission.
The press secretary said the Consensus Commission will consult with political parties and civil society regarding the full reports of the six reform commissions.
“Through discussions, they will decide which reforms need to be implemented immediately and which can be delayed.”
He explained that some reforms may not require constitutional amendments and can be executed through the relevant ministries, while others may need amendments to the Constitution.
However, some reforms can be implemented immediately by ministries, and in such cases, talks with political parties may not be necessary.
Shafiqul Alam emphasised that the July Charter will be drafted based on this consensus.
"If a consensus is reached on 2,000 out of 5,000 reforms, political parties will sign off on it. Once signed, it will become the 'July Charter'.
“The implementation of this charter will be carried out by the current government as well as future governments,” he concluded.
