The National Citizen Party (NCP) has identified “many ambiguities” in the July National Charter Implementation Order.
The party’s Member Secretary Akhter Hossen made the observation on Friday afternoon, a day after the order was issued.
“We have noticed several ambiguities,” he said. “This raises doubts about whether the July Charter can be implemented fully.”
The order, issued on Thursday by President Mohammed Shahabuddin, specifies holding a referendum on the same day as the general election.
It also details the questions to be included in the referendum, with one question having four clauses requiring a “yes” or “no” vote.
Explaining the “uncertainties”, Akhter said discussions about forming a caretaker government remained unclear.
He noted that constitutional institutions were not “properly defined” in the order. For instance, the Anti-Corruption Commission is not yet a constitutional body under the current Constitution.
According to him, the order also does not mention what would happen if the July Charter reform proposals are not passed within a specific timeframe.
The NCP urged the interim government to clarify these “ambiguities” quickly.

NCP Chief Coordinator Nasiruddin Patwary said, “Even if the government provides a legal basis, a part of Sheikh Hasina’s ‘fascism’ [the president] has made the July Charter ‘unholy’. It was in favour of BNP’s interests. As a result, this has become a public-opposed order.
He added, “We will sign the charter only when it provides a clear path out of the fascist process. We tell the government two things: remove the ambiguities in the order and follow the path of reforms according to the people’s aspirations, not the 1972 Constitution.”
The interim government has already announced that elections will be held in the first half of February.
Accordingly, the Election Commission is expected to announce the schedule in the first week of December.
If the referendum proceeds on the same day, the commission will need to prepare to hold both votes simultaneously.
In preparation for the national election, the NCP has begun distributing nomination applications.
In the first phase, the party has distributed 1,011 nomination applications, with the deadline for submission extended from Nov 13 to Nov 20.
