Most political parties have reached a consensus on the revised proposal regarding the appointment of the caretaker government’s chief advisor, according to Ali Riaz.
However, the vice-chairman of the National Consensus Commission did not provide any details of the revised proposal.
He said party representatives would discuss the matter within their party forums and provide final feedback.
The commission is expected to announce the collective stance on Tuesday.
The update came following the 15th day of dialogue with political parties, as part of the second phase of talks, held on Sunday at Dhaka’s Foreign Service Academy.
Addressing the media after the discussions, Riaz expressed hope that consensus could also be achieved on several other key issues before the second phase of dialogue ends, adding that a national charter could be created by the end of July.
Commenting on the caretaker government chief’s appointment, Riaz said: “We have agreed to return to the framework established by the 13th constitutional amendment, which abolished holding elections under a sitting parliament.
“The commission has submitted a revised proposal on the chief advisor’s appointment.
“The commission convened a meeting to discuss proposed amendments. During the meeting, a revised integrated proposal was presented, which outlined the method for appointing the chief advisor. The parties have agreed on most aspects of the proposal.”
Riaz said, “To re-establish the caretaker government system during elections, three sub-articles of Article 123 of the Constitution must be amended.
The amendments will restore the provisions of the 13th Amendment, which were altered by the 15th Amendment.
“We have agreed to cancel holding elections while parliament is in session and revert to the system established through the 13th Amendment.”
Regarding the discussion, he said different proposals were considered, and finally input was asked from the political parties.
“Accordingly, we received proposals from four political parties. They are the Revolutionary Workers Party of Bangladesh, BNP, NCP, and Jamaat-e-Islami,” Riaz said.
“The majority of parties believe the revised proposal reflects the issues discussed in the past few days while also integrating the parties' proposals.
“A written commentary on this proposal has been prepared. Considering the matter’s gravity, the written proposal has been submitted to the representatives of the political parties.”
The consensus commission vice-chairman mentioned that the draft proposal will be discussed in groups, and their opinions are expected on Monday.
Based on this, the commission hopes to present its stance or reach an agreement by Tuesday.
Regarding the upper house in parliament, he highlighted that despite no disagreement on its establishment, differing views exist on how it should be formed.
The political parties have entrusted the commission with this matter, which has already been discussed.
