The Bangladesh Judicial Service Association is pressing for a two-point list of demands, including immediate deployment of adequate security forces at every court in the country, at the residences of judges and during their travel.
The demand was placed in a statement signed by Judicial Service Association President Md Amirul Islam and Secretary General Muhammad Mazharul Islam on Friday.
The statement also demanded that the police personnel who presented the accused involved in the Rajshahi incident and were arrested for negligence in ensuring the security of the judge, defying the law and exhibiting unprofessionalism, must face stringent action.
Judges across the country will hold a “pens-down” work stoppage from Sunday if the authorities do not ensure a proper work environment and overall security for the judges within 48 hours, they said.
The Bangladesh Judicial Service Association has expressed deep shock and anger over the murder of a judge's son in Rajshahi.
The statement said, “Rajshahi Metropolitan Sessions Judge Mohammad Abdur Rahman's son Tawshif Rahman Sumon was killed and his wife Tasmin Nahar was seriously injured in a brutal attack by an assailant at his residence. The association prays for the salvation of the departed soul of Tawshif Rahman Sumon, the victim of the heinous incident, and expresses its deepest condolences to the bereaved family.”
"The entire judiciary is shocked and speechless today over the horrific murder of a judge's family committed in broad daylight. Judges across the country are furious at the situation that has arisen."
The statement said the Supreme Court had repeatedly written to the government to ensure the safety and security on the tribunal premises, in court rooms, judges’ residences, and vehicles.
Despite this, the government never adopted any visible measures. While members of the judiciary perform the most important and risky duties of the state, they and their families are vulnerable and insecure, it said. It added there was not enough government housing and transportation for every judge at the district level.
Judges at the Upazila Magistrate Courts suffer more, have to live in unsafe rented houses, take rickshaws or rickshaw vans to work or even have to walk, it said.
"Although we have been vocal about this indifference and extreme negligence towards the judiciary for a long time, the state has never taken any effective action. As a result, this tragic disaster has befallen the judicial family today. Although judges are always engaged in protecting the security of the state and its people, appropriate measures have never been taken by the state to ensure the security of judges. The state has no scope to deny its responsibility."
On Thursday, Tawshif Rahman Sumon, son of Metropolitan and Sessions Judge Abdur Rahman, was killed at their home in an attack. The judge’s wife was also injured in the incident.
Later, after inspecting the scene, RMP Commissioner Mohammad Abu Sufian said: "A driving license was found in the attacker's pocket. It is believed that he is the driver. There could be some existing enmity between them."
